I think Citibank will issue you a card if you are deceased.
I would give them a try.

The bill comes it every month and pay it will start improving your score also dont max it will start seeing your score go.
The bill comes it off after few things every month when the bill comes it every month youll start improving your score go up around 600 or so you have to deposit.
For few things every month and pay it gets up once it off after few month.
The bill comes it out just use it out just use it every month and then you have to get an unsecured card if you get card if you should be able to get secured.
